According to the 2025 FTA Index results announced by the Ministry of Industry and Trade at the ceremony, five localities were placed in the “Best” group: Hai Phong, Tuyen Quang, Ho Chi Minh City, Ha Noi and Dong Nai.
Building on the results achieved in 2024, the Ministry of Industry and Trade continued to refine and roll out the 2025 FTA Index, expanding the survey to all 34 provinces and centrally run cities nationwide. Drawing on lessons from the first year of implementation, the index has been further developed to better reflect local realities, support state management and provide more effective assistance to businesses.

In Tuyen Quang, the rollout of FTAs in 2025 was coordinated and systematic, closely aligned with the Party’s guidelines, the State’s policies and laws, and directions from the Government, the Prime Minister and the Ministry of Industry and Trade, while reflecting local conditions.
With a proactive, innovative and responsible approach, the provincial People’s Committee directed departments, agencies and relevant units to effectively carry out their assigned tasks in implementing FTAs. This generated notable results in public communication, business support, market development, trade promotion and international economic integration.
Rollout efforts remained proactive, flexible and innovative, with businesses placed at the centre of service delivery. Information technology was actively applied to communication and business support, while rapid information-sharing channels were established. Greater emphasis was also placed on market forecasting and early warnings on technical barriers, SPS and TBT requirements, and trade defence measures. At the same time, close coordination was maintained with the Ministry of Industry and Trade, Vietnamese trade offices overseas, trade promotion agencies, industry associations and domestic and international partners to help businesses access markets, expand partnerships and make effective use of preferences under the CPTPP, EVFTA, UKVFTA and RCEP.
These measures have brought about a clear shift in awareness and action among authorities at all levels, sectors and the business community regarding international economic integration. Businesses are becoming increasingly proactive in studying FTA commitments and meeting technical standards, rules of origin and requirements in import markets. They are also stepping up technological innovation, improving product quality, developing brands and expanding export markets. Closer links between state management agencies and businesses have helped improve the effectiveness of public administration and the investment and business environment in the province.
The ceremony also saw the official launch of the 2025 FTA Index portal at index.fta.gov.vn, funded by the Australian Government.
