
Overview of the meeting
Participants agreed that cooperation between Vietnam’s border provinces and Yunnan Province has continued to deepen and expand across a wide range of fields since the 11th Joint Working Group Meeting.
A total of 178 exchange delegations at various levels were organized during the period, facilitating official exchanges, friendship visits, experience-sharing activities and people-to-people interactions; bilateral trade continued to expand; import-export activities through border crossings were maintained; and customs facilitation measures were further strengthened to improve clearance efficiency and create more favourable conditions for the movement of goods and vehicles.

Vice Chairman of the Tuyen Quang Provincial People's Committee Hoang Gia Long said exchanges and cooperation between Tuyen Quang Province and Yunnan Province have continued to advance in a comprehensive and increasingly substantive manner, delivering tangible results across multiple sectors.
Existing exchange and cooperation mechanisms between agencies, localities and relevant institutions on both sides have been effectively maintained, helping strengthen political trust, enhance economic, trade and tourism connectivity, and deepen people-to-people ties; these achievements provide a solid foundation for expanding practical cooperation, promoting sustainable development and contributing to the broader Vietnam–China relationship.
Hoang Gia Long called on both sides to continue implementing existing agreements effectively while translating the common understandings reached by the senior leaders of the two Parties and the two countries into concrete programmes and cooperation projects. He also encouraged the establishment of new cooperation mechanisms to broaden the scope and enhance the effectiveness of practical cooperation.

He stressed the importance of strengthening coordination in border management and jointly combating illegal entry and exit, smuggling and other cross-border crimes. Cooperation should also be expanded in border defence, policing, judicial affairs, environmental protection, forest fire prevention, disaster response, and search and rescue operations.
Both sides should maintain regular exchanges of information on investment opportunities and trade policies; strengthen business connectivity; improve the business environment; and support enterprises seeking to expand investment and production cooperation.
He also called for closer coordination in accelerating the development of transport infrastructure and border-gate facilities; improving customs clearance efficiency; advancing the digitalisation of border-gate operations; and developing a more modern and integrated cross-border logistics network. Continued efforts to optimise cross-border financial services would help facilitate trade settlements and create more favourable conditions for border residents and businesses.
In addition, both sides should work closely together to expedite the construction of a cross-border transport link connecting Thanh Thuy International Border Gate in Vietnam and Tianbao Border Gate in China; promote the orderly reopening of additional border crossings for border residents; continue implementing cross-border labour cooperation under the agreement signed by the two sides; and strengthen cooperation in developing cross-border tourism routes.
The two sides should also expand cooperation in agricultural cultivation and processing, particularly in products where each side enjoys comparative advantages; promote broader collaboration in education, science and technology, and healthcare; strengthen cultural, artistic and sports exchanges; and enhance cooperation among mass organisations.
Both sides should continue to leverage the friendship commune–township model, helping strengthen the traditional friendship between Vietnam and China and deepen mutual understanding and goodwill among the people of the two countries.
